so when i add a shortcut in the panel and want to move it to screen i can't, only remove it permanently.

Sorry. Not on the General tab but on the Display tab.

First make a shortcut onto desktop. Then drag it onto the panel. That leaves you with a shortcut on the desktop. You cannot delete it since then it will also disapear from the panel. The trick you migth use is to hide the short-cut. [use rigth-clicking] Then go to Configuration screen/Map-options/General tab. At the bottom part select hide hidden folders.
